I am guessing at this point that there is no way of limiting the fps in game for more desirable experience.

It just seem like this is either a Driver issue or a Direct 3D issue. Even if I implement a Frame Limiter then it's still going to fluctuate. You have to estimate the work load to limit it. But the work load is dynamic and changes all the time. Do you have any issues on other Direct3D games?

No, I really don't. All other games play great including GPU intensive games like the Crysis series, Skyrim, or Rage. Phase shift itself runs great only the stuttering notes kills it for me but you know all else in the game runs perfect as far as I can tell.

Are you 100% that the backgrounds are smooth and only the board is jumpy? Could it be that you just notice it as the notes are moving fast?

I let a bot play while I paid attention to the backgrounds. Tried a couple of 3d abstract backgrounds and its really difficult to see the stutter. There might be a slight jerkiness too it but if it is then it is no where near as noticeable as the note road and notes.

No change between themes. Except look of course but the stutter problem still remains.

This is a very strange issue. I don't see how running a 70hz monitor could effect just the board. I'll have a think about it and get back to you if I have any more ideas.

so just to clarify, you have this as the only display connected to the system? you don't have a second screen / normal monitor connected as well?
as its a tv you should rule out artifacts that can be caused with any image processing modes tv may have such as 120hz
also is there any reason your not just hooked up over hdmi at a standard refresh
and my other thought being a tv is the mode your running in P or I as interlaced isn't going to look good with vertical scrolling objects such as notes

I can connect the smaller monitor to the system as a secondary and test if you would like for me to. As far as artifacts then I am guessing things like screen tearing and such. Other games do not really show tearing unless v-sync has been disabled. There is no other artifacts that I have seen in other games and programs.

I have to use a DVI+TosLink to HDMI for video and sound. This is pass through to a DTS/DD receiver. The display is 720p or 1280x720 progressive.
