This is the idea: To have a user friendly tool to easily customize menu systems and to have video support. My original suggestion would be hard to achieve in a small community and would be too serious for a 'mod', but I think it would be awesome to have a 3D Menu system similar to GRID's. Basically a camera flying around to various parts of the garage (or stage) as you navigate menu's. Though 3D would be out of the question, this is achievable through videos by having a seperate rendered video per menu. A fade-out transition would make it a crapload easier to switch between parts of the stage and flow seemlessly compared to switching the video to one that fades to the next transition.
Here is an example of the suggestion. Pretend that the camera is currently focused on a setlist stapled to the wall nearby. You (the guitarist) select your song, and the camera zooms out as the screen fades to black. Below would be the next menu to fade in.

With this, the menu flies over to the guitar/amp, and the camera loses focus to bring attention to the menu options depicted below. (I couldn't merge the photo/video, but you get the idea)
Once you select your difficulty, the screen fades out, and fades in at the next menu. This would have a very professional feel for a homebrew game, and just all around be a sweet idea to consider. It also allows me as a modeler to use any effects I want, since it isn't true 3D models but a render.
Regarding the tool itself; basically, a program that allows easy drag and drop "background" for the menu you work on would be awesome. Then drag/drop/scale/rotate buttons that allow you to place images like "career" that link to the corrosponding menu. This would make things far too easy for the modding community, and there would be mods that pop up everywhere if something like this were incorperated. It'd be quite Rad, especially with video support. As progress would go on PS, possibly even more features onto this tool would be great. I like to imagine a program similar to Powerpoint, but that may be asking quite too much. Do consider this though, I myself would love to have a project and use for my modeling!
