Update: I just downloaded 0.78, and it seems this addition caused some problems. From what I can tell, as soon as you reach the first multi-note HOPO phrase, every note in the rest of the song will be a HOPO (or a strum, depending on which type of phrase it was.) Original post is in this spoiler: Not sure which forum to put this in... I chart my songs in Rock Band format, and recently started adding in custom HOPOs. But PS isn't recognizing the HOPO flags, even though it recognizes them in official Rock Band songs, and recognizes my Rock Band-style starpower and Pro Drums notes. I had thought Guitar Hero used a different note to flag HOPOs and the game was miscategorizing my songs, but it looks like GH songs use the same note, so now I have no idea why my HOPO flags aren't getting picked up in PS. I can post a .mid if you want to take a look. On a related note... Contrary to what the RBN documentation says, you don't need to have a HOPO flag for each note in a long string. Here's Bodhisattva from Rock Band 2: In Rock Band, all the chords under the flag get marked as HOPOs, but PS only marks the first chord:

From all the charts I had seen each Forced HOPO had been marked individualy not within a phrase. I think GH has this standard. This is because GH Slider notes use the Phrase method combined with a velocity change. I'll look into this and see if I can allow for this form or charting without breaking Slider notes.
Thanks David

Great! And thanks for mentioning velocity, it turns out that my forced HOPOs weren't getting picked up because the notes were at the wrong velocity. I don't even know what velocity is! But thanks.
