When running EOF, I get a white screen and a bunch of CMD windows that last for an eighth of a second each. After that, I get a window that is completely white and does absolutely nothing. You can only minimize and to close it you would have to go into the task manager and close it there.

If I remember correctly, this type of problem has always been caused by antivirus software. Make sure your antivirus isn't running EOF in a "sandbox" or any equivalent mechanism.

I have no idea what that means or how to fix it. I am using malwarebytes/windows defender and there is no feature like that in either of those programs.

The only reported instance that I could find where that happened and the person resolved it was when they uninstalled AVG. What version of what OS are you using? Has EOF ever worked for you on this computer?

I just installed EOF and I am using the latest version of Windows 10.

The normal current version or did you install the Creator's Update? Have you installed EOF to a protected location in the file system (ie. within either "Program Files" folders)? If you try an older release of EOF (ie. 1.8RC11 www.mediafire.com/file/a7gt13yfst9ra6z/eof1.8RC11.zip) do you get different results? Do you get an eof_log.txt file in EOF's program folder, and if so, can you post its contents or otherwise send it to me?

It could also be worth running dxdiag to check to make sure your computer has DirectX support enabled. If you're having any graphics driver problems, it could be contributing to this as well. Are you using a graphics card or onboard video?
