You're close to hitting the nail on the head, but royalty free music just means that the artist(s) does not collect fees from the music they sell. They can still be copyrighted or licensed in a non open manner.
To put this bluntly, music for Phase Shift, at a maximum, should be licensed under the most open creative commons licensing that's available, where music can be freely modified and redistributed.
Well, that's my Stallman idealist thoughts of how songs should be added to the Phase Shift library, but that's not my decision to make. =P

can you post a link to the licence pages for these songs
edit. from what i can tell from a quick look is the the songs are free for private use, they are not free to do whatever u want with, unless these songs have specific overriding conditions to what the general site faq states
so these would not suitable for bundle songs but probably ok as free optional dlc on the site

Royalty free music doesn't mean that is free. It means that can be licensed for a single fee, without the need to pay any subsequent royalties. There are many royalty free music libraries out there. Also you can search with the term stock music which is the same. You can license music from www.themusicase.comThe use of the music it depents of the license type that you will purchase. Thanks
