I'm not sure if you're already aware of this or not, but I think it's appropriate to report, anyway.
If you start an EoF project with a 320 kbps (and only 320 kbps) rate .mp3, then you won't be able to add leading silence with stream copy via oggCat, it just deletes the audio, for whatever reason. You can undo the action, so it's alright, and adding leading silence via re-encoding works.
I don't know if that's intended with stream copying, or a bug, but I'm assuming it's a bug, and just bringing it up, sorry if you're already aware of it.

If it works with using the "re-encode" option instead of the "stream copy" option then it's a problem with the third party OggCat utility and not EOF. Give that a try.
