Just curious. Idk if its just me but The Rock Band Themes feel a little tighter.

No. This is in your mind. See, the Devs have said that Phase Shift is it's own thing. Different from Guitar Hero and Rock Band. And unlike FoFiX, this is nowhere near as customizable (even the timing window had some customization). So any theme will not be able to change the timing window.
On a related note, Drunk Mode and Expert+ (not the drums one, which actually makes sense) will change the timing window, somewhat.
