does it work the same as WoR and such where it will reroute the orange to green if your using 4 lanes? or does it do something else?

EOF writes it one MIDI note higher than the 4th lane, how it's handled in Phase Shift depends on your settings, etc.

You posted this in the EOF subforum, so I gave you information from EOF's end of things. Additionally, there's a "five_lane_drums" INI tag that also changes how Phase Shift down-charts from 5 lanes to suit a 4 lane drum controller, in which case my understanding is it works the same as when Guitar Hero down-charts 5 lane drums. Other than that, I couldn't readily find any information.

By default the game will convert any Orange notes to Green in 4 lane mode. However, this can be changed to Blue by adding the following song.ini value.
drum_fallback_blue = true
