it would seem to me that guitar.ogg is intended for multi track isolated recordings of the guitar. i would guess that is not the most common use of EOF.
am i confused about naming conventions?

It's standard for FoF style charts that don't have stems.

i don't know what you mean by "stems." i am lost. i don't have much experience working with FoF. is it that FoF can not do multi track so everything is just named guitar.ogg?

FoF can do multi tracks (also known as "stems"). In the original FoF, playback of guitar.ogg is enabled as long as you're not missing notes, and song.ogg is played as a backing track. Many people just made a copy of guitar.ogg and renamed it song.ogg so the song wouldn't cut out completely if the player missed notes. Various rhythm games may treat charts differently based on which audio files are actually there.
