After having the most useless idea ever (Phase Shift band) I come out with something that can be more useful "Indexing" the people who are able to chart songs for any difficulty or instrument can be a good way to see who's free to chart new things and who's busy (well... if you guys can update your status !) As always I'll start with my own example :

Drums : Near Perfect | All Difficulties or just expert Guitar/Bass/Keys : Perfect or medium | All Difficulties or just expert Pro Keys: Not that well, unless I'm given a MIDI file | All Difficulties or just expert Vocals: Depends on how crazy the singer sings, and if I know what key they're in | All Difficulties (Well, you can only chart it in one difficulty. Kind of busy, but I'll be free soon.

Drums Keys Vocals (usually pitch-less) Pro Guitar and Bass Charts Expert/bass if starts from scratch, can also downchart an Expert chart. Needs tabs or MIDI file (and cowbell)

Drums, Keys, Vocals (usually pitch-less), Pro Guitar and Bass.
When I chart songs, I usually do Expert and Hard. If somebody passes me a chart I'll do all the lower difficulties. I like to have some sort of reference chart such as a MIDI file or TAB.

They don't work as intended if you don't do the right thing. Anyway, I find EOF extremely hard to use and limited for me. Anyway, I made a chart in EOF using almost every thing I can find, then imported the MIDI into REAPER, then I can use THAT as a reference. (And I edit the INI tags in the .ini folder.) I think what you are thinking of is the Rock Band Network template. Sorry if I sound like a brat, just trying to make a point about REAPER.
