What version is this release? I'd like to find a compatible theme for the steam version of the game.

Are there a Dedicated Server?
I have a spare computer in my network, I could use it to host some matches

Some have claimed that Harmonix or such are behind it due to the unlicensed use of protected assets (aka charted songs) from Rock Band / Guitar Hero.

I don't see how. The midi is not the same. Close, but different. I authored both versions, and redid the mix just for Phase Shift.

The person who found this out said that the tempo map is exactly the same, and other song parts such as harmonies. Charted drum fill lanes, and other things that match the rbn chart saying that it was originally based off of the rbn chart. Even if some things were changed. Which to me seems like it could very well be an issue considering the exclusivity agreement rbn authors had to sign.

As discussed on Discord, "if it's not on ProBoards, it's not official."

I still have the non-steam version and was wondering if Network play was still possible. Both me and a friend got the game installed on our computers and wanted to play together but we couldn't find out how.

Both me and a friend got the game installed on our computers and wanted to play together but we couldn't find out how. Not through the server system, which was shut down. Your best bet is to open ports and connect directly via an IP address.

... Why didn't they just release it with free custom songs instead of rock band charts...?

I'm afraid no one can help.
The game's been unavailable to purchase for 4 months now. The devs have said nothing since except one alledged Facebook post stating that the game is under investigation by Valve.
At this point, most people on the Discord server are fearing worst-case scenario: the devs have jumped ship, and the Steam version is forever in purgatory.
